Pri teh rečeh, kot so šolanje (kar ni enako izobraževanju!), je pri oznaki “obvezno” mnogo bolj problematično to, da država predpisuje učni program, saj iz tega izhaja, da če slednjega predpisuje, mora nekako omogočiti njega izvajanje.
